What is an acceptable amount of mileage to round up or down. Is it ok for dealer to advertise vehicle 895 less than when it came over the border

Hi there,
The mileage reading must be stated and be advertised as close as possible to actual reading (can be hard when the vehicle is still being driven)
The mileage should never be tampered with, unless something broke and the instrument cluster had to replaced and the odometer could not be changed to original.
It is not ok to tamper with, or falsely advertise the actual km's travelled.
