I am looking for a station wagon that is ok on gas my budget is $2000-$4000. i have been looking at Toyota Caribs but the ks are quite high for my budget so how high is too high?

Any vehicle within this budget is likely to have high ks, so it really comes down to service history and how well the vehicle has been maintained. A vehicle that has been serviced regularly and on time over its lifetime is likely to last longer in th long run.
Also, to avoid potential expense in the near future, check other things as well as just normal servicing. Eg; have the brake pads been changed, what it the condition of the tyres, shock absorbers and steering components etc, is the transmission oli clean and has the cambelt been replaced (if it's a belt driven engine)?
In answer to "how high is too high", the advice is to find something with the lowest ks you can, but at this price most cars are likely to be at least 150,000 to probably 200,000.
