Hi there. What are some recommendations of the best, most fuel efficient and a safe 7 seater that is more of an SUV style apose to a people mover. We are looking to spend between $5000-$7000. TIA!

This is a huge ask. You've said "best, most fuel efficient, safe, 7 seater SUV", which in general would not be a vehicle available in this price range.
About the only SUVs you'll find in this price range are Mitsubishi Pajero V6, Nissan Mistral and Isuzu Bighorn diesels.
Of the three, probably the most reliable and fuel efficient is likely to me the Nissan Mistral. However, be mindful that in this price range, it's likely to be high mileage, so reliability could be questionable.
I'd certainly recommend a Pre-purchase inspection. While there are no guarantees for the future, at least you will be aware of any pre-existing defects.
