My NZ new 2007 Jaguar X type is soon due to have replaced 2 original Pirelli 225/40 R18 tyres ( two were replaced 4,000km ago).
Would it be a problem /undesirable to change to another brand for the 2 new ones.???

Perhaps there are better tyres for NZ conditions eg road noise or other ? Annual mileage 6,000km only approx.

It is fine to do so as long as the two new tyres stay on the same axle as each other.

Nick2014 is 100% correct. While the law states that there's no reason why you can't mix brands on the same axle provided they are of the same type of construction etc, it's always best to have the same tyres on an axle.
I can understand why you may be questioning how appropriate Pirellis are on NZ course chip roads, as they are generally of a soft compound and wear quite fast, but they usually have very good road-holding qualities.
As you are doing a very low annual mileage, hence the rate of wear won't have a huge impact on you, and your car is (presumably) an AWD model, it may be preferable to keep with the same tyres all round.
