Car in accident which left it undriveable. Backyard repairer offered to fix it. Parts required were paid for and repairer advised had fixed car but either keeps making excuses as to why can't come and pickup or doesn't turn up when he says can pickup. Has car locked in garage so can't even view to see if is even fixed. Has now had about three months and no longer will communicate with us. What can we do?

Without knowing all the circumstances, it's hard to say for sure. However, if this repairer is not operating a legitimate business and only operating from home, there are probably no official associations that can help you such as the MTA, as he's unlikely to be a member.
If he is holding onto your vehicle without your authority and refuses to communicate, perhaps this is a matter for the police. However, they may deem it to be a civil matter, in which case you may need to take other legal action, eg; engage a lawyer or take the matter to the Disputes Tribunal.
