Someone was taking my car for a test drive and ended up crashing it, and being deemed the liable party. It is fully insured so the repairs are covered, but is there any legal action I can take to make the person cover my excess and/or other financial damages like potential loss of value or increased insurance premiums?

If you have a realistic figure and the driver is not willing to contribute toward your costs, then you can take them to the disputes tribunal and claim for losses/ excess.
