Where can I buy a car plate bracket / adaptor / spacer ( I don't know the exact term to use, but it is where we usually mount the plate number with screws) I am new here in New Zealand? I am near in Northshore and just new in NZ. Thanks

It sounds like the mounting plate for your vehicle number plate will be vehicle specific, so you will need to look at a used car parts supplier or auto wrecker.
