What are the legalities about seat belts for the 3rd row of seats in a 7-seater where the 3rd row seats have been folded down into the floor? One of our dogs has damaged a seat belt twice & we have replaced it twice, but do we need to maintain 3rd row seat belts when we never use the 3rd row seats for carrying people?
