I'm in the market for an economical hatchback in the $8-$10k price range. I'm looking for a vehicle around 1300-1500CC with a good safety rating, good handling, good visibility from the driver's seat and, preferably reverse camera and parking sensors, and on-screen GPS and hands-free phone, Bluetooth capability. Any recommendations? Happy to consider paying extra to have some of those features added on if they are not default options in any given make/model.

There are some options 2007 onwards like a Subaru Impreza, BMW 1-series, Audi A3, and the likes of a Mazda Axela 2009-. Once you have found one that ticks all the boxes, I recommend having an inspection to make sure the vehicle is in good condition, as they could be 10 years or older in your price range and so have had their most reasonably reliable life.
