I recently purchased a vehicle that included a "fresh service" as part of the purchase price. The vehicle had a pre-purchase inspection through the AA with no issues. After the drive home from the place of purchase an issue developed. A quick fix by the mechanic, however they noted that the 100,000km service had not been completed (except the the oil). The car had 98,000km on purchase. Am I correct that I should expect the full 100,000km service (air filter, spark plugs, diff oil) to have been completed given the kms and the agreement?

Hi, a fresh service I would assume is just a recent service, It doesn't really offer any clues about the level of service that has been conducted. If the seller advertised the vehicle as having a full factory service I would expect all the required items to be checked and replaced as per the prescribed service schedule.
