My 2004 Impreza failed its wof due to a cracked foglight lens. Seeing as foglights aren't required on all vehicles, would I be able to remove the foglight units then take it back for a re-check and have it pass?

Yes you can either remove both lights or just make them both not operate (unplug) The rules have recently changed so that it can pass if they both are made inoperable instead of having them removed as the old rule stated.
