Hi what does the "bottom floor structure wet inspection condition" Wet mean? And why would this have not been picked up in the last VTNZ inspection?

Hi there,
A statement like this needs a bit more context in order to ascertain if the issue affects a WoF or if it's just a note.
It sounds to me like a note indicating a leak (oil, coolant, or water) covering a particular area to the point of being classed 'wet'.
Often this would be said of an internal leak into the vehicle and saturating the driver or passenger floor area, which is nothing to do with a WoF but something definitely you would want to address. This could be from a leaking screen, seal, air-conditioning hose, or even a heater core leaking coolant inside the vehicle.
Or if external it could refer to something leaking and the movement of air around the engine compartment causing the substance to saturate the firewall 'floor' area to make it wet.
Or it could be a note to say the floor of the boot is wet from water leaking in.
Either way, it sounds like further investigation is required to remedy the source.
