The Dealer said he would fix our three problems, but since he had to pay out for other things to be fixed, he no longer wants to pay to have 3 items fixed and offered us a refund. Would this be seen also as them offering a remedy? We wish to keep the car and have the repairs done. We are currently applying to the mvdt.

Hi there,
We have heard this happening in a few instances where a dealer as opted to offer a full refund instead carrying out a list of repairs. A lot of purchasers jump to vehicle rejection at the smallest of issues. However if you want to keep the vehicle it becomes tricky when the dealer offers a refund as the only remedy.
