I received a fine for $200 because while I drove to work I did not notice that my current rego label fell onto the dash from the slightly damaged label holder. Is it fair that I now should pay $200 for this?

Hi there, unfortunately that is the rule regardless of what happened, the label wasn't being displayed correctly.
However If your registration was current and the label was actually visible I would at least write a letter outlining the facts and see if they will relent.

But a $200 fine that's ridiculously high? Does the person issue the fine have a a minimum to maximum amount he/she can issue?

need to write in and explain what happened, sounds like a legitimate reason, I got ticketed in Hutt City on a windy day and the parking meter receipt I assume had blown onto the floor of the car when I shut the door, and it was not displayed.
