I have a 2001 Subaru WRX, its the bugeye model so has HUGE ugly headlights. I know that overseas you can leagally fit "eyelids" that cover the top part of the headlight without effecting the light. Is this legal in NZ?

According to the WOF manual, there does not appear to be any reason why you can't fit these accessories as long as they do not interfere with the headlight beam. It may pay to check this out at a testing station on their beam tester, to check the beam before and after. The only problem with that suggestion is you are likely to have to purchase the items first, and then if they're a problem, you are stuck with them.
