my car failed its warrent as the middle seat belt in the back seat has a rip in it. Can I just remove the entire seat belt or do I have to get it fixed?

If your car is fitted with 5 seat belts it will be registered to carry 5 people. If you remove one of the seat belts you will need to have the vehicle re-classified for 4 people according to NZTA requirements. Therefore, you need to replace the belt. Assuming it's just a lap belt, it shouldn't be too expensive.
