If the vehicle licence ran out in 0ctober 2013 and was not put on hold, the plates will be dead and the vehicle needs to go through the re-compliance process. This is likely to cost around $400 for the inspection plus registration and plates etc, so depending on the vehicle it may cost approximately $700 - $800 all up. This is assuming there are no defects with the vehicle needing rectification.
There may also be some back registration fees of several hundred dollars too.
If you call NZTA helpdesk on 0800 108 809 with the vehicle registration number, they will be able to tell you if the rego is still alive.
