Hi there,
It looks like a type of flush median used for vehicles using the driveway to exit on the corner. definitely not something vehicles should be parking on.
I can't find the exact ruling for a corner, but a flush median is designed for vehicles entering and exiting roadways. Not for stopping/ parking and this one is very thin, not wide enough for a car to fit safely.
