Is there any legal distinction between the driving hours of heavy vehicles in the country and those operating heavy vehicles in urban environments? Has any safety agency made any recommendations of best practice for driving hours in different environments?

The hours are the same in all environments. Please see this NZTA link regarding the hours of operating a heavy vehicle.
To my knowledge, differing the hours of operation between rural and urban environments is not something that NZTA (or any other agency prior to the establishment of NZTA) has considered.
