Hi,
The police issue a $100 fine for having an unlicensed vehicle. Can local councils, through parking wardens, issue $200 for the same offence?

The regulations permit police to issue either a $100 fine and 15 demerit points, OR a $200 fine and no demerits. As parking wardens are not permitted to issue demerits, they can only issue the $200 fine for the same offence. Police tend to use the lower fine/demerit option to encourage owners to use the savings on fines to actually relicence the vehicle.
