My husband recently had a collision and is unsure who is liable. Our road was flooded in the recent rains and he was not able to drive forward through the floods. He was intending to reverse but noted that a car was behind him, with the engine running and lights on. The car then reversed back (as they would be unable to drive through the flood also) My husband then reversed assuming the car was reversing right back to where it could turn around as he was. Bare in mind visibility was poor due to lashing rain and wind, he started to reverse but unfortunately hit the aforementioned car who had reversed only slightly back but had parked in the middle of the road turned their lights off and was on the verge of the road taking photos of the floods. The road (lane) is single lane, river on one side and with residents cars parked along the other. Could you tell me who is liable please.

Your husband has reversed into a parked car so he will be deemed to be at fault. If you are fully insured you should let the insurance company deal with it.

So even though the car was parked in the middle of the road obstructing the entire road the other driver has no liability?

Yes, from the information you have supplied it seems your husband is at fault as he reversed into a stationary car. You should let your insurance company deal with the case.
