We were parked in a shopping mall and started to reverse out of my park at the same time a car reversed back down the aisle and clipped there rear bumper on my tow bar who is at fault in this situation as both cars were reversing at the time

As you were reversing out of the parking and moving into the flow of traffic it seems you are liable.

Hi sorry just wanted to clarify we were both in the parking area of a shopping mall and the other driver was revering against the flow of traffic while I was reversing out of the park

The person reversing out of the car park into the flow of traffic will be deemed more responsible than the driver in the lane.

However, if both parties are insured the insurance companies will in most cases deem it contributory in which case each insurance company will look after their own insured driver's vehicle and each driver will need to pay their own excess.

If your vehicle is fully insured then let your insurance company deal with it.
