My partner got a ticket for not stopping at a stop sign.
Her "But I stopped and looked"
Cop "I saw you look, but you didn't stop for long enough".

Is this a thing? Is it a requirement to stop for a specific length of time at a stop sign?

The rules state you must come to a complete stop. Doesn't state how long, but has to be at the sign and must no go till it's safe.
