I have a 95 Mitsubishi RVR Sport that has been wonderfully reliable the 6 months I've had it, but the timing belt snapped recently and after several hours getting the cam cover off I can see that at least 5 of the 16 values are bent.

Would I be better off buying a replace cylinder head kit and doing it myself (the car is already on axle stands and being prep'd), get a garage to do a complete engine replacement, or just sell the car for parts and scrap, and buy another budget 4WD?

To carry out a proper cylinder head repair or an engine replacement will cost you a bit of money and considering the car is only worth around $3,000, in its running condition, it might not be worth repairing. You should rather take the money you would have spent to repair the car and the money you get for selling the vehicle in its current state and put it towards the replacement.
