I have lost my one and only key to my Toyota Eco 2002 the other day. I have been quoted a price between $800 and $1000 for a new key is this reasonable?

If it is a transponder key, it is likely to be in that vicinity as the ECU may need to be removed and re-programmed.
Depending on the circumstances of the loss (ie; was it theft etc?) there is a possibility your insurance company may consider a claim.
