Occasionally when I start my car the speedometer spins all the way around very slowly. The car isn't revving when it does this and it is also resetting my clock.

what is this? and how much will it cost me?

Sounds like you have an electrical problem which is affecting the clock and speedometer. This is a job for an Auto Electrician. The price will depend on what is wrong - there are many possibilities.
