My 1999 Toyota Corolla 1.8 GL has failed its WOF due to damaged webbing on the right front and right back seat belt.

Is it safe to replace it with a used seat belt?

What do I need to look out for when shopping for a used seat belt?

The best solution is to fit new genuine Toyota seat belts but if this isn't an option then the new aftermarket seat belts are ok as long as they meet all the approved standards.

Used seat belts can be problematic and the chances are they have been involved in an accident - try avoid these.
