hello, can someone tell me the cost of fitting a new valve body to a 1999 VW golf?
is this a part that I can get from a wrecker and then get someone to fit?

I definitely wouldn't reccomend buying a second hand valve body yourself and having your mechanic fit it. This is a common failure on this model, so a second hand valve body would be high risk. Obviously, if you buy and supply it, you will be liable for any rework if the part is faulty or fails soon after installation, so you could be up for two lots of labour, oil etc, and that's assuming the valve body is the problem.
It's always best to have the same mechanic supply the parts and do the work, and I'd definitely go for a new or reconditioned valve body.
I believe this is around a 4-5 hour job and understand that the oil is expensive, therefore I'd imagine the labour/oil content etc is likely to be around $700-$800ish.
