Vehicle is sluggish up slight hills. My first thought was fuel starvation. Even our local garage was out of ideas. I would surely like this thing to drive as it should. Any ideas...???

There are many possibilities that could cause this problem but I'm surprised a mechanic can't diagnose the problem.
However, don't expect the mechanic to be able to do a quick "while you wait" sort of diagnosis. You will need to book the car in and be prepared to spend money on the time it takes to diagnose the problem.
Some possibilities are fuel supply/pressure (as you suggest), air/vacuum leak, valve/cam timing problems, worn camshaft, throttle opening (ie; not getting full throttle), ignition system problems etc.
I'd suggest taking it to a mechanic, but as I say, you'll need to be prepared to leave it with them - with an agreement on how much you are prepared to spend.
