I got my two front tyre change at 2020 by my mechanic to pass the WOF.
Today they tell me both my front and rear tyre are mismatch, need to replace to run flat tyre. How come they didn't change my tyre to run flat tyre at 2020?

Hi the inspections manual states the following ...

2. All the tyres on a vehicle class MA, MB, MD1 or NA that was first registered or re-registered in New Zealand from 1 October 2002, other than vehicles that are incapable of exceeding 30km/h or are 30 years old or more, are not of the same carcass type (ie mixed steel ply, fabric radial ply, bias/cross ply, run-flat).

It looks like you will need to replace the tires if your vehicle falls into this category, you may need to make an enquiry with the garage as to why this wasn't done in the first instance in 2020.
