Having a significant shudder for some time, but no slip, I decided to have the clutch replaced on my Mazda Proceed, 2.6L petrol, 4X4. Disappointingly, the shudder still persists. While not to the same extent, there is an obvious shudder particularly when taking off at low revs (forward and reverse). The mechanic was advised prior to commencment that this was the primary problem whereupon he suggested that the flywheel will likely need refacing. Before confronting the serviceman, I would appreciate your opinion on the cause/rectification

There are many possibilities, but the flywheel is certainly one. Other possibilities can be related to the clutch itself, an oil leak onto the clutch, worn or broken engine mounts or other problems in the driveline. However, if you took it into your mechanic with the request to rectify a clutch shudder and the shudder is still present, I'd suggest returning to the mechanic to have it rectified.
