I have a restricted license and I'm just wondering if my brother could ride with me or any of my first family members?

Then why did a police fined me for my brother riding with me? and he lives with me!!!

Just to clarify the Restricted licence conditions as per the answer in the link above, you can only carry relatives who live with you if they are on a benefit, in other words an adult who may be dependant on you for transport. Assuming your brother is not on a benefit, you are breaching your Restricted licence conditions if you carry him as a passenger and there is no other adult supervisor in the car who has held their Full licence for more than 2 years.
