I have noticed an increase in tinting, to the point that drivers cannot be identified and I cannot see through car windows (of moving and parked cars) to see oncoming traffic. What is legal?

Also many car bulbs including LED-type bulbs, especially on late model cars, appear to be quite blinding, making it dangerous, how is this allowed?

LED bulbs are allowed if the vehicle manufacturer has built and tested the vehicle with them and they meet the criteria laid out in the NZTA wof regulations. .
