I own a 73 Kombi and I am currently giving the interior a facelift and was wondering if I would need seatbelts in the rear of the van.

The new regulations require as many seatbelts as there are sleeping berths, so if your Kombi is only 2 berth, it doesn't need them.

However, if there are more sleeping berths than available seatbelts in the front, any vehicle newly converted into a camper requires rear seatbelts.

As you say you are re-doing the interior, I guess it comes down to interpretation. If you are refurbishing the old interior and just replacing some old or worn out woodwork, then it may not be necessary.
