If a pedestrian is waiting to cross at an intersection controlled by traffic lights and the traffic lights are flashing orange or are not powered who gives way the pedestrian or the vehicles?

Hi there,
From what I can see, motorists always have the right of way, except at specifically marked pedestrian crossings; at school crossings; at driveway thresholds; and shared space zones.
It is a little tricky as I can't find a reference to this exact scenario, but looking at the rules and what they don't say in applying it to this situation.

Perhaps the "courtesy crossing" is analogous.
"Although not official pedestrian crossings, they do provide a place for pedestrians to cross. Drivers should be courteous to pedestrians using a courtesy crossing."
