Traffic lights at an intersection I was near, went out. It is the intersection of Campbell Road and Wheturangi road. It was frustrating to see how many people didn't know what to do when the lights went out. Campbell Road is a straight through road and Wheturangi Road joins it. When the lights go out I thought it was the usual give way rules, give way to your right....is this correct?

Yes this is correct, the give way rules apply. Take note of roundabout rules vs normal give way rules.
Driving tests NZ say: If a traffic light is faulty it will flash yellow and you should apply the give way rules.

The basic give way rules are:

Give way to vehicles coming straight ahead if you are turning
Give way to vehicles turning left if you are turning right
Give way to the right on roundabouts.
