It means to "reduce" or "lessen" or "make less severe".. or something along those lines..

I am on my learners at the moment I had my learners last year June its about a year soon I am 16 and 2 weeks old has no traffic offence at all need to drive to work and school got a letter from work any help please on that question

Sorry, I still don't really understand what you are asking. However, the meanings of the 2 questions you have quoted are (very roughly):

1)What have you done that would mean you would be safe on the road?
2) Why shouldn't the rules apply to you?

Are you trying to get an Exemption from the requirements of a Restricted License? If so, they are hardly ever given.
