I have a question about right of way when confronted with an uncontrolled road or driveway inside a controlled intersection. The linked picture describes the intersection:

My question is, does the leaving apartment complex traffic have to give way to vehicles stopped at the stop signs or does the stop sign traffic have to give way to the leaving apartment complex traffic.

Without seeing the exact roadway or the distances involved, it's a little unclear. However, it would appear that the exit on the left is merely a private driveway. Any vehicle leaving a driveway must give way to all traffic, so looking at your diagram, it would seem that all vehicles on the public roadway would have prirority over vehicles exiting the driveway.
