I have just failed a Warrant of Fitness inspection for having one steel wheel and three alloy wheels on the car.

The steel wheel was the spare. The testing station said they all need to be the same although I could get away with two of each as long as they are on the same axle.

Is this correct?

Based on my interpretation of what you are saying, I don't believe the car should have been rejected.

Wheels are wheels and provided they are the same size (including width and off-set ) then it should not worry the inspector if one wheel was a steel and the other three were alloys.

Tyres are completely different where the same size designation and tread type is required.
